Does the use of pre-packs allow abuse of the system? Or are they necessary to ensure job security and protect client interests?

The pre-pack process sees a buyer lined up prior to going into administration, enabling the business to carry on trading as a “newco” without the liabilities of unsecured debts, and usually with a similar management team.
